The Foothill Technology High School Parent Faculty Student Organization (PFSO) has completed a comprehensive update to its bylaws to strengthen governance, improve financial accountability, and better align organizational structure with current operations and California nonprofit law.

Because some updates are legally required immediately while others involve structural transitions, the bylaws are being presented in two coordinated versions for consideration by the membership at the January 2026 meeting:

  • Version 2025.5 — Immediate Compliance
    Takes effect upon adoption.
    Brings PFSO into compliance with state and federal nonprofit requirements, clarifies quorum and meeting rules, and updates financial and recordkeeping procedures.

  • Version 2026.4 — Full Modernization
    Takes effect July 1, 2026.
    Introduces optional structural changes, including an additional (optional) Vice President role, written committee charters, and clarified guidance for shared responsibilities and voting.

How to Participate

Final adoption of the updated bylaws will be considered by the membership at the January 2026 meeting. If adopted, Version 2025.5 will take effect immediately, and Version 2026.4 will take effect July 1, 2026.

Adoption Process

The membership will be asked to consider adoption of one or both proposed bylaw versions at the January 2026 meeting. Members may vote to approve one, both, or neither version. If adopted, Version 2025.5 will take effect immediately and Version 2026.4 will take effect July 1, 2026.
