The Foothill Technology High School Parent Faculty Student Organization (PFSO) is introducing a complete modernization of its bylaws.

This effort strengthens governance, improves financial accountability, and makes the organization’s structure clearer and easier to understand.

The modernization aligns the bylaws with California nonprofit law and the organization’s current operations.

Because some updates are legally required immediately while others involve structural transitions, the modernization is being presented in two coordinated versions for consideration in January 2026:

  • Version 2025.5 — Immediate Compliance
    Takes effect upon adoption.
    Brings PFSO into full compliance with state and federal nonprofit requirements, clarifies quorum and meeting rules, and updates financial and recordkeeping procedures.

  • Version 2026.4 — Full Modernization
    Takes effect July 1, 2026.
    Expands the structure to include a Third Vice President (Community), introduces written committee charters, and defines how co-officers share responsibilities and votes.

How to Participate

Two open review sessions will be held via Zoom for all interested members:

The finalized draft will be released for review at the December Board meeting, with a membership vote planned for January 2026 and an effective date of July 1, 2026.

Review the Draft Materials

After both November review sessions:

  • A revised version will be posted before the December meeting.
  • Final adoption will be considered at the January 2026 meeting.
    • Members may vote to approve one, both, or neither version
  • If approved, version 2025.3 will take effect immediately and version 2026.2 will take effect on July 1, 2026.
