Openness and Accountability

As a nonprofit organization, the Parent Faculty Student Organization (PFSO) is committed to transparency in our operations and stewardship of resources. This page houses our governing documents, financial reports, and meeting records so that every member of the Foothill Tech community can see how we operate.

Bylaws

The PFSO Bylaws serve as our organization’s foundation, outlining how we operate, make decisions, and remain accountable to our members and to Foothill Technology High School. These governing rules define everything from board responsibilities and elections to how funds are managed and how meetings are conducted.

By publishing our Bylaws here, we aim to ensure that every member of our community understands not only what we do, but how we do it. This transparency reinforces trust and helps parents, staff, and students see the framework that keeps PFSO aligned with both state nonprofit requirements and our mission to support Foothill Tech.

We encourage all members and interested families to review the Bylaws to better understand the rights, responsibilities, and processes that guide the work of the PFSO.

The PFSO Bylaws were most recently updated and adopted by Board action in January, 2026.

Board Handbook

The Board Handbook documents board policies, procedures, and role expectations adopted by the Board to support consistent and effective governance. It operates in accordance with, and subordinate to, the PFSO bylaws.

The handbook is intended as guidance, reflecting best practices and approaches that have worked well in the past. It is not a binding set of rules, and the Board retains discretion to adapt practices as circumstances require, provided actions remain consistent with the bylaws and applicable law.

Meeting Records

We believe that decisions should be visible to all stakeholders. Under this section, you’ll find our board meeting agendas, minutes, and key committee materials dating back as far as we maintain. These records let members track how PFSO sets priorities, allocates resources, and governs itself.

Financial Summaries

Financial transparency is central to our mission. Here, we publish annual financial summaries, audited statements (when available), and IRS Form 990s so you can see how membership dues, donations, and grants are managed. Our goal: full clarity on how every dollar supports Foothill Tech students and Staffulty.
